The "Shibuya Data Consortium" combines data from industry, government, academia, and citizens to build a solution creation platform for solving social issues in Shibuya City. This time, we asked the three members of Aioi Nissay Dowa Insurance Co., Ltd., a member company of Future Design Shibuya, who participates in the consortium, to talk about the thoughts and visions they put into their activities.

Data utilization that creates both a safe and secure society and economic value


——Please tell us again about how you came to participate in Future Design Shibuya (hereafter, FDS).

InomataIn 2018, our company concluded an "S-SAP agreement" with Shibuya Ward to solve the regional issues that Shibuya Ward faces through public-private partnerships. We have contributed to community development in areas such as disaster countermeasures and sports promotion.
Partly because of this trend, in 2021 we joined the Shibuya Data Consortium, which is being promoted mainly by FDS, and joined as a full member company of FDS.
While Shibuya Ward is focusing on fields such as smart cities and digital twins, we believe that we can contribute to the creation of new value by returning automobile insurance data to the city and business operators. .

Yamada: Specifically, we have a product called telematics automobile insurance. By visualizing the driver's driving tendency and degree of safe driving based on driving behavior data, this is to encourage safer driving. We would like to make further use of the data obtained here to promote efforts to create a safer and more secure society for our customers. Currently, more than 1.78 million (as of February 22, 2023) policyholders are enrolled in telematics automobile insurance, and the amount of data is also becoming big data. Of course, after properly protecting privacy, I think that there is something new that can be seen by combining it with the data of other companies gathered in Shibuya. For example, we combine the information that Shibuya Ward recognizes as dangerous spots for traffic safety with the information that can be grasped from the driving behavior data held by our company, such as places where sudden braking occurs frequently, and visualize it while improving its accuracy. You should be able to In addition, we are very pleased to say that about 20 business operators have now endorsed our activities. This is what I am trying to do.

INTERVIEWER This may be a bit of a mean question, but from the standpoint of an insurance company, what are the benefits of activities aimed at creating a safe society without accidents?

AsakumaOf course, creating a safe and secure society has the advantage of reducing the amount we pay as insurance claims.
However, from another point of view, by presenting automobile insurance that contributes to the realization of a safe and secure local community through the use of data, we can encourage policyholders to choose “insurance that benefits the world.” There is an advantage that you can choose insurance from the viewpoint of ethical consumption. As the number of policyholders increases, more data is accumulated, creating a cycle in which further value can be returned to the local community is the chain of CSV x DX that we are aiming for.
While it is for the safety and security of the region, it is also CSV that goes beyond our CSR to find economic value.

To identify issues in Shibuya that can be solved with data


——What are your expectations for FDS in the future?

Inomata Hitotsu hopes that we will be able to absorb the opinions of everyone involved, including Shibuya Ward, as well as the residents.
When it comes to the use of the data we provide, we are still in the trial and error stage. I'm still not confident about whether we're using enough valuable data, so I'd like to hear the opinions of the government and residents, and make use of it in the project. .

YamadaRight now, I think that the data is still in a state where it is rather plain material, so the next phase is how to cook this. Therefore, it is very helpful to be able to discuss and set a sense of issues to be solved within FDS and Shibuya Data Consortium so that we do not pursue a wide range of possibilities recklessly, and it is a very rewarding job. I think.

AsakumaI think that the position of FDS, which is neither a municipality nor a private company, is very attractive. I feel that we can move forward with the project precisely because we are able to intervene in situations where there are hurdles that are difficult to overcome if the local government and the private sector are the only ones involved.
In addition, we have already had many cases where we are developing data utilization models in rural areas as part of regional revitalization. . In that sense, I feel that it is very valuable to be able to demonstrate in the field of Shibuya Ward.

Inomata: Regarding the use of our data, other local governments, including Shibuya Ward, have shown a very high level of interest. We have partnership agreements with 455 local governments nationwide (as of the end of January 2023), and we are developing specific initiatives such as strengthening relationships between local sales departments and local governments. There are many, but I would like to horizontally develop this advanced initiative with Shibuya Ward to sales department branches and local governments nationwide.
