From November 10, 2021, we will carry out a social experiment on the establishment of Shibuya Mobility and Information LoungE (commonly known as SMILE) as an initiative to explore the direction of future town development centered on small bases that connect with the community.

Background and purpose

The new coronavirus has triggered changes in people's behavior, such as "avoiding crowds," "using bicycles," and "working locally and shopping." In addition, the shops and cultural facilities in Shibuya Ward were hit economically by the impact of the new coronavirus. Regarding after-corona town development, we believe that perspectives such as "alleviating congestion," "health promotion," and "revitalizing the local economy" will become more important.
There, we gather local mobility such as buses and bicycles, tell people about attractive places in the area, gather information that encourages migration to the area, and "small" where local people can slowly gather and interact. I thought that creating a "base" in the center would be an effective approach to town development in the future.
The purpose of this social experiment is to explore the possibility of future town development by using "SMILE", which is a "small base connected to the area" in Shibuya, and understanding the behavior of people migrating around the area.

concept

By providing information on Shibuya's mobility and Shibuya in a cozy stay space, we will encourage migration to the Shibuya area starting from SMILE. By doing so, we aim to create smiles for people who use the stay space, mobility companies, and people at stores that disseminate information.

Implementation location

It will be installed in the following locations, located at the entrance of the charming "back" town of Shibuya, close to the bus stop, which is an important regional mobility.

Implementation period

SMILE installation period: November 10, 2021 (Wednesday) -November 13, 2021 (Saturday)
SMILE opening hours: 10: 30-18: 30 (ends at 17:00 on the 13th)

We will carry out the following surveys for the purpose of measuring the effects of this social experiment.
The survey will be conducted by Nikken Sekkei Research Institute Co., Ltd. in collaboration with Tokyo City University and Intelligence Design, and the results will be summarized.

About surveys using cameras
 In conducting the above surveys ② and ④, two cameras will be installed in front of the Tokyu Department Store main store to measure the flow of people. The measurement camera of Survey (2) will be installed at a height of about 4 m, and the measurement camera of Survey (4) will be installed at a height of about 2 m.
 Obtain estimated values of people flow data (flow of people, number of people, staying time, gender, age, visibility rate) from camera images. Image data that can identify personal information will not be acquired or saved.
 The measurement period is scheduled for about one month from November 1, 2021 for the measurement camera in Survey ②, and from November 10, 2021 to November 13, 2021 for the measurement camera in Survey ④.

Efforts to prevent new coronavirus infection
 In facility operations and surveys during social experiments, we will thoroughly implement infection prevention measures such as regular disinfection of equipment and calls to secure social distance.

About the development after the implementation of the social experiment
